Dartford Bridge should we still be paying a toll?

An article on the news stated that the toll for Dartford Bridge will be increasing by �1:00 despite the original agreement that once the bridge had been paid for the tolls would end. Apparently the bridge was paid for 8 years ago. Is this an outrage, should we all refuse to pay? Or, is it in fact no different to the Pensions shamble where at the last hours workers are told pay more for less and work longer! Lets face it we've all got to do our bit to pay of the national debt so shouldn't we be made to pay even more for the privilege of using the bridge?
