Why is RAISING TAXES the first thing democrats suggest when faced with a budget crisis?

The Obama administration is spending $1.63 for every $1.00 it takes in, and has added over $4 TRILLION to our national debt in just 29 months. So why then is RAISING the debt ceiling and RAISING taxes their solution to their obvious pending problem? And can anybody provide a link that shows Obama's proposed spending cuts?
