Is this a manifestation of how bad the Mariner's offense is?

That's part of it. If they had someone better than Figgins hitting behind him, the Mariner Moose would be better, then perhaps Ichiro would hit better. As it is, teams pitch around Ichiro because he's followed by a bunch of minor leaguers. Why are the M's near the top in their division? Because they play in a weak division. The sad fact is that there are 30 teams in MLB with a need for at least 25 players or 750 total. MLB has gone global in an attempt to fill rosters with quality players but the reality is that there are not 750 major league caliber players on this planet.
