Pension benefit for a missing member locator service?

I live in the U.S. and I’m doing research for my masters degree in financial planning and international benefits. If an employer owes pension benefits to a member that left the company 5 years ago and lives in Ireland, is there a government database available to assist in locating a member? In the U.S. we can use the IRS missing plan participant locator service. We provide the name and social security number (like national id #) and they will distribute our letter to member. They don’t pass along personal records to us. Is there anyway to get assistance like that?
