Why is the decree of the Biblical God to destroy by fire instead of transforming people's character?

Yes. God destroys our worldly desires by using all kinds of evil things against us. When He does this we all start jumping up and down about things and start to think and argue about what is written in the Bible. Even though there seems to be hatred and anger, or kindness and mercy in the hearts of many people, God is actually transforming people without them realising it. Isn't that wonderful?
